Not really no . However, in some browsers you can fiddle things that have markup. That means you can do something like so:
blockquote {
font-size:125%;
}
blockquote:before, blockquote:after {
font-weight:bold;
font-size:175%;
}
blockquote:before {
content:'\201C';
}
blockquote:after {
content:'\201E';
}
Given this HTML with that style–

It should result in something like this

If you’re using utf8 instead of ASCII, you don’t need to use escapes like “\201C” to get the quotes, you can use the actual quote characters.

I think you’re actually after “What are you doing?” Which is often pronounced, “Wha’cha doin’.” They are informal contractions though so they are not properly written that way except as dialog.
