If it’s a surprise you were looking for, you need some etymology. Ghettos were originally in reference to Jewish neighborhoods. They didn’t live there just because they were afraid to buy a bus ticket and try their luck in some other city that wasn’t on the way down either. They lived there because they were forced by the government to do so.
