There is no correlation between IQ and good leadership. If anything, there is probably an inverse relationship. People who are very intelligent tend to believe they know what is right for other people. When one is sure one knows what is right and others are wrong, one is more inclined to make choices for others; AKA remove freedoms. It is the same reason highly religious leaders are so problematic.
Highly intelligent leaders tend toward an abject lack of humility which when mixed with power often results in colossal instances of immorality. Just ask the good Doctors Kissinger, Teller, and Goebbels.
